  • 2004-2005 Cap on Use of Restricted Funds for Serial Subscriptions

    View Full Record
Over the past years, the Libraries have used endowment funds to cover continuing costs for library materials only in exceptional circumstances. However, based on flat unrestricted budgets, we began to use endowments for serials, across the board, three years ago. Our concern that the costs of serials would quickly outstrip available endowment funds remains. While unrestricted funds can easily be adjusted upward to cover serial costs, funds could not be added to restricted accounts beyond the annual earnings increases. Most restricted funds have been used to purchase books and other one-time purchases, while some funds include a mix of serials and books. There have been a few exceptions to this rule in disciplines that rely largely on journal literature. We feel that it is imperative that we begin to use our endowments much more aggressively to support those resources needed by our students and faculty.
